The article lays it all to climate change. That is a likely but unmeasurable risk (just model predictions). A factor they ignored is greater runoff, partly from farms, but especially in urban/suburban areas.
.Purely on a per square footage or square miles, the urban runoff is much greater than farm land. Notwithstanding the unreliability of the FEMA flood maps, certainly the more intense and more frequent storms caused by climate change over the last several years is cause for pause.
