I’d guess that one drone has been sighted 17 times rather than there being 17 drones. Lidar mapping would work as well after dark as it does during the day.
If they are flying legal there will be at least one waiver of record, probably several. The statement about flying all night would require tech that probably doesnt exist. It is more likely bigfoot chasers have adopted a new boogey-man to hunt..
Law enforcement have drones too, they fly 24/7.
This might be the answer. I would guess those large drones are expensive. Someone had deep pockets.
There seems to be some doubt about that story, as explained in this story, which may also just be guesses.
